U.S. Constitution, Article I, Section 8: The Congress shall have the Power ... To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States."  The current District land was ceded (permanent grant of sovereignty) by Maryland to the U.S. in 1791.  I doubt it can be legally ceded to Virginia.  Changing it to a separate state presents similar constitutional issues.

STATEMENT Perhaps but not without a constitutional amendment

Article 1, Section 8: Permanent Congressional Power Article I, Section 8 of the Constitution gives the Congress plenary authority over the District. The exact language reads:

The Congress shall have Power... To exercise exclusiv e Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States....

The Supreme Court has construed this clause as giving Congress permanent and plenary power over the District.

 

 presumably the founding fathers did this because the states were jealous of the other states powers, and  did not want to have one state able to exercise undue influence on the government.  this stil seems relevant,  especialy  in recent days  when rioters have been threatening the capital.  the federal government needs to be able to protect itself and not rely on local authorities.

STATEMENT DC should become part of Virginia

DC has a history of complaining about "no taxation without representation". In order to maintain the number being 50 states and give DC representation, I think DC should become part of Virginia.
